We would like to inform you that so-called D-type, long term visa applications for residence permit (including studies, medical treatment, research, employment, etc.) can be submitted at VFS Global's visa center in Muscat. Appointments should be booked at the website of VFS.
Please note that there are new application forms and categories. Only applications using the new forms will be accepted. Applicants should consult the website of the National Directorate-General for Aliens Policing for all the details, requirements as this page aims to provide only basic information and forms.
Important change concerning employment: We would like to inform our clients that Govt. decree 450/2024 on the employment of guest workers in Hungary was published in the 135th issue of the Official Gazette, which entered into force on January 1, 2025. Based on Annex 1 of the government decree, as of January 1, only citizens of Georgia, Armenia and the Philippines may receive a residence permit for the purpose of employment or as a guest worker.

2. Guest self-employment
A residence permit for guest self-employment may be granted to a third-country national
- who wishes to perform independent gainful activities (e.g. as a self-employed person)
- who wishes to undertake act as a chief executive of a business organisation, cooperative or other legal entity established for the purpose of gainful activity (hereinafter referred to as business organisation)
If you wish to carry out actual work in the company beyond the scope of activity described in the link below, you must submit an application for a residence permit for employment or a Hungarian Card as a highly qualified worker.
Please note that if you are a holder of a residence permit issued for the purpose of guest self-employment, you cannot apply for a residence permit for employment in Hungary or for a Hungarian Card.

3. Guest investor
A residence permit for guest investor may be granted to a third-country national whose entry and stay in Hungary is in national economic interest due to his/her investments realised in Hungary.
The following investments realised shall be considered as national economic interest:
- acquisition of an investment fund share of at least EUR 250 000 issued by a real estate fund registered by the Hungarian National Bank,
- ownership interest over a property, concerning a residential property with a value of at least EUR 500 000, located in the geographical territory of Hungary and registered in the Land Registry of Hungary under its parcel identification/topographical LOT number, free and clear of all liens, claims and encumbrances,
- provision of a financial donation in an amount of at least EUR 1 000 000 and for a purpose of educational, scientific research or artistic creation activities, to a higher education institution maintained by a public trust with a public-service mission.

4. Seasonal employment
A residence permit for seasonal employment may be granted to a guest worker who wishes to do seasonal work.
A residence permit for seasonal employment may not be granted to a third-country national if
- a third-country national covered by Directive 96/71/EC of the European Parliament and of the Council of 16 December 1996 concerning the posting of workers in the framework of the provision of services, who is posted to the territory of Hungary, or
- a person with the right of free movement and residence.

5. Employment for the purpose of investment
Residence permit for employment for the purpose of investment may be issued to guest workers:
- whose purpose is to perform actual work for or under the direction of others, for remuneration, under contract for employment relationship in order to implement an investment,
- whose employer has concluded an agreement or contract with the minister responsible for foreign economic affairs acting on behalf of the Government, or has accepted the offer of support, in order to implement this investment, and
- whose employer has a prior approval for group employment defined by law (an official promise to employ a specified number of guest workers for a specified period of time in order to implement the investment)

6. Employment

Guest workers
- whose purpose of residence is to perform actual work for or under the direction of others, for remuneration, under contract for employment relationship,
- whose employment is based on an existing employment relationship with an employer established in a third country, in order to fulfil an agreement concluded with a Hungarian employer (in this case the Hungarian employer is considered to be the employer)
may be granted a residence permit for employment.
Please be informed that the minister responsible for employment policy may specify occupations in a Communication in which a residence permit for the purpose employment cannot be granted.
Additionally, the minister responsible for employment of third-country nationals in Hungary may specify the list of third-country nationals who may be granted a residence permit for the purpose of employment.

7. Residence permit for guest workers

Guest workers
- whose purpose of residence is to perform actual work for or under the direction of others, for remuneration, under contract for employment relationship,
- whose employer is registered as a preferential employer or a qualified temporary work agency (i.e. lender of labour force),
- who are third-country nationals as defined in the Decree by the minister responsible for employment of third-country nationals in Hungary, issued with the approval of the Protection Committee, and
- who undertake work under employment not precluded by the Communication by the minister responsible for employment policy.
may be granted a residence permit for guest workers.
Preferential employers are:
- strategic partners of the Government of Hungary,
- employers who are carrying out an investment of outstanding significance for the national economy of Hungary,
- employers who qualify as a partner under the Outstanding Exporter Partnership Programme.
Qualified temporary work agencies (i.e. lenders of labour force) are: employers who are registered in the Registry of qualified temporary work agencies as defined in Government Decree.

8. Intra-corporate transfer and long-term intra-corporate mobility
A residence permit for the purpose of intra-corporate transfer may be issued to a third-country national:
- who at the time of the application for a residence permit resides outside the territory of the Member States of the European Union and has been transferred intra-corporate, or
- holding a residence permit for the purpose of intra-corporate transfer issued in any Member State of the European Union (permit for long-term mobility)
Intra-corporate transfer is defined as a third-country national residing outside the territory of the Member States of the European Union and who is temporarily posted for employment or training purposes by a company established outside the territory of the Member States of the European Union and the third-country national is bound by work contract before and during his/her transfer with the same company or group of companies and in special cases mobility between host organisations established in one or more second Member States.
A residence permit for the purpose of intra-corporate transfer may not be issued:
- to a third-country national holding a residence permit for the purpose of research;
- to any third-country national who, under agreements between the European Union and its Member States and third countries, enjoy rights of free movement equivalent to those of Union citizens or are employed by a company established in those third countries;
- to any third-country national covered by Directive 96/71/EC of the European Parliament and of the Council of 16 December 1996 concerning the posting of workers in the framework of the provision of services, as long as he/she is posted on the territory of Hungary;
- to private entrepreneurs;
- to third-country nationals assigned for occupational activity by employment agencies, temporary work agencies or any other companies engaged in making available labour to work under the supervision and direction of another company;
- to third-country nationals admitted as full-time students or who are undergoing a short-term supervised practical training as part of their studies.

9. Research or long-term mobility of researchers
Residence permit for the purpose of research may be issued to a third-country national
- seeking admission to the territory of Hungary for the purposes of carrying out a research project under a hosting agreement concluded with a research organisation accredited under specific other legislation; and
- if the research organisation provides a written commitment for reimbursing the costs of expulsion in cases where the researcher remains in the territory of Hungary past the period authorised – if the researcher does not have the financial means necessary.
Residence permit for the purpose of long-term mobility of researchers may be granted to a third-country national
- who is a holder of a residence permit issued by a Member State of the European Union for the purpose of research and – under a hosting agreement with an accredited research organisation – intends to carry out part of his/her research at a research organisation in Hungary for a period exceeding 180 days,
- to a family member of the researcher holding a valid residence permit issued on the basis of his/her family member status by an EU Member State.
Additionally,
- who is a holder of a residence permit issued by a Member State of the European Union for the purpose of research and – under a hosting agreement with an accredited research organisation – intends to carry out part of his/her research at a research organisation in Hungary for a maximum of 180 days within a 360-day period,
- to a family member of the researcher holding a valid residence permit issued on the basis of his/her family member status by an EU Member State.

10. Pursuing studies or student mobility
A residence permit for the purpose of studies may be issued to a third-country national, who:
- establishes or has established a learning relationship with a public education institution registered in the public education information system as operating a full-time school system, or
- full-time studies at a state-recognised higher education institution or at a foreign higher education institution authorised to operate in Hungary, or
- wishes to reside in Hungary to participate in a preparatory course organised by the higher education institution.
Applicants must have the linguistic knowledge required for the pursuit of studies.
The student shall state his purpose of residence with the admission certificate or student status certificate issued by the educational institution, and in the case of a tuition fee obligation, with a proof of payment.
Please note that according to the new immigration regulations, it is not possible for a student staying in Hungary with a ("C") visa entitling him/her for a stay not exceeding ninety days within the period of one hundred and eighty days to submit his application in Hungary with a leniency application!
The validity period of the residence permit for studies cannot exceed the validity period of the applicant's travel document.
The residence permit document for the purpose of studies is delivered by post to the address of the educational institution.

11. Seeking a job or starting a business
A residence permit for the purpose of seeking a job or starting a business may be granted to a third-country national who is:
- a holder of a valid residence permit for the purpose of research and proves that (s)he has completed his/her research and that the position (s)he wishes to fill or the business (s)he wants to start matches the level of his/her research, or
- a holder of a valid residence permit for the purpose of studies and proves that (s)he has successfully completed his/her studies and that the position (s)he wishes to fill or the business (s)he wants to start matches the level of his/her completed studies.

12. Training
A residence permit for the purpose of training may be granted to a third-country national who is participating in a scholarship-based training course in Hungary provided by the Government or the Ministry.
A person who fulfils the conditions for a residence permit for the purpose of studies may not be granted a residence permit the purpose of training.

13. Traineeship
A residence permit for the purpose of traineeship may be issued to a third-country national:
- who wishes to reside in the territory of Hungary for the purpose of traineeship based on an traineeship contract concluded with an approved organization hosting trainees, and
- the host organization provides a written commitment for reimbursing the costs of expulsion in cases when the trainee stays longer in the territory of Hungary past the period authorised – if the trainee does not have the necessary financial resources,
- who is able to provide evidence of having obtained a higher education degree required for the pursuit of traineeship within the two years preceding the date of application or who is pursuing studies that leads to a higher education degree relevant to the traineeship.
Applicants must have the necessary language skills to complete the traineeship.

14. Posted work
A third-country national is eligible to be granted a residence permit for the purpose of posted work if:
- (s)he is a holder of a valid residence permit for the purpose of employment issued by a Member State of the European Union, and
- is to undertake his/her employment in Hungary under employment relationship with the posting business for a limited period of time:
- in the name and under the direction of the posting business, under contract between the posting business and the recipient of the service in the given Member State,
- at the work premise of the posting business group or at the business, or
- posted by the posting temporary work agency business or labour force providing business to a business established or functioning in Hungary.
Please note that the posting business and the employee are required to be in an employment relationship throughout the duration of the posting.

15. Medical treatment
A residence permit for the purpose of medical treatment may be issued to a third-country national:
- who plans to stay in the territory of Hungary for the purpose of receiving medical treatment;
- accompanying his/her minor child or any family member in need of support for receiving medical treatment in the territory of Hungary.
Definition of third-country nationals:
- Non-Hungarian nationals who are not persons with the right of free movement and residence, i.e. who are not EEA nationals or family members of an EEA national, and
- stateless persons
qualify as third-country nationals.
Definition of family member:
- The third-country national or his/her spouse of Hungarian citizenship,
- the third-country national's minor child with his/her spouse (including adopted and fostered children),
- a third-country national's dependent minor child (including adopted and fostered children), over whom the third-country national exercises parental custody,
- the dependent minor child of the third-country citizen or his/her spouse of Hungarian citizenship (including adopted and fostered children), over whom the spouse exercises parental custody,
- a person who has the right of parental custody over the minor Hungarian citizen, exercises the right of parental custody, and lives in the same household as the Hungarian citizen
- qualify as a family member.

16. Reasons of Hungarian national interest
In the national interest, the Minister responsible for immigration and asylum may grant a residence permit to a third-country national if he or she can prove that his or her stay is in the national interest.
It may be in the national interest: Hungary's economic, national political, scientific, cultural and sporting interests.
Residence permit for reasons of Hungarian national interest may be issued to a third-country national, whose purpose of residence is to perform actual work in Hungary (for or under the direction of others, for remuneration, under contract for employment relationship).

17. Family reunification
A residence permit for the purpose of family reunification may be granted to a third-country national who is:
- a family member of a person in possession of a residence permit,
- a family member of a person in possession of an immigration permit, settlement permit, interim permanent residence permit, national permanent residence permit, EC permanent residence permit,
- a family member of a person in possession of an interim residence card, a national residence card or an EU residence card,
- a family member of a person in possession of a residence card, a permanent residence card for EEA nationals, a permanent residence card for third-country national family members,
- a family member of a Hungarian citizen,
- a family member of a person with refugee status, if their marriage was contracted prior the entry into the territory of Hungary,
- the parent of an unaccompanied minor with refugee status, or the minor’s legally appointed guardian,
- dependent parent of a sponsor or his/her spouse,
- dependent parent of a person with refugee status,
- the sibling and ascendant family member of a sponsor or his/her spouse if he/she is unable to support him/herself due to health reasons,
- the sibling and ascendant family member of a person with refugee status if he/she is unable to support him/herself due to health reasons.
A residence permit for the purpose of family reunification shall be issued to the third-country national child born in Hungary of a third-country national residing in Hungary with a residence permit.
Definition of family member:
- the spouse of the third-country national or of a Hungarian national (including registered partner under Act XXIX of 2009),
- the minor child (including adopted and foster children) of a third-country national and his/her spouse,
- the dependent minor child (including adopted and foster children) of a third-country national where this third-country national has parental custody,
- the dependent minor child (including adopted and foster children) of the spouse of a third-country national where the spouse has parental custody,
- a person having and exercising parental custody of a minor Hungarian child and living in the same household with the minor
- qualify as family member.
A residence permit for the purpose of family reunification may not be granted to a third-country national if the sponsor:
- does not hold a residence permit for the purpose of guest self-employment for at least a year,
- holds a residence permit for the purpose of seasonal employment,
- holds a residence permit for the purpose of employment for the purpose of investment,
- holds a residence permit for the purpose of employment,
- holds a residence permit for guest workers,
- is a holder of a White Card,
- holds a residence permit for the purpose of studies, training,
- holds a residence permit for the purpose of traineeship,
- holds a residence permit for the purpose of voluntary service.
The spouse of the sponsor cannot be granted a residence permit if the other spouse of the sponsor is in possession of a residence visa or a residence permit issued for the purpose of family reunification.
